How do i change the background and perform various operations on windows vista?

I have a lenovo x200 tablet for school and would like to change my background, except whenever i try to or acess the control panel i get this message. %26quot;This operation has been cancelled due to restrictions in effect on this computer%26quot; how do i change the background????How do i change the background and perform various operations on windows vista?to change the backround, go in to control panel on the start up menu, it is in the lower left corner of your desktop. If it is locking you out it usually is because your profile is not set as administrator on the computer.
