It's called funnily enough and oil filter remover.
You can get them from any auto shop or even most Kmarts in there auto section.

I have an 08 rabbit now, but it worked on my 98 gti vr6. unfortunately, its so old that the numbers wore off, but if i had to guess, its going to be around 22-24mm wrench, best bet is to just get an adjustable one.Gone to change my oil on my VR6 but dont have a spanner or socket big enough?there is a special VW tool used for that......... damn german cars :( but hey gotta love them!!!
