Water changes using dechlorinator?

I have a bottle of Nutrafin Aqua Plus water conditioner. I am planning to do a water change. On the back of the bottle is says to remove chlorine use 2 capfuls per 70 litres and then to remove chloramine use 2 capfuls per 35 l.
